Objectives
 
 

The objectives of the Institute are as under:-

  • to undertake a programme of substantive and methodological research in the areas of the evaluation of macro and desegregate monitoring of various components of the population welfare programme, the demographic impact of development planning, and the interrelationships of population and development variables;
  • to conduct and promote academic and applied research in the field of population and development, reproductive health, contraceptives technology and basic sciences in bio-medical, clinical and demographic related aspects;
  • to undertake operations research, test innovative approaches and conduct policy analysis to help improve the Population Welfare Programme and adoption of small family norms;
  • to conduct and undertake monitoring and evaluation of Population Welfare Programme and its components for providing research based support to the programme;
  • to provide training in demography, statistics, computer skills, data analysis, research methods including operations research, monitoring and evaluation and allied disciplines related to Population Planning and Development;
  • to assist in evolution of comprehensive policies and measures;
  • to develop and conduct short and long term courses in population and related fields;
  • to provide consultation services in population and related fields to the organizations located within the country and abroad;
  • to promote exchange of visits of professional staff of the Institute, with other relevant institutions, universities and organizations within the country and abroad;
  • to serve as a focal point to co-ordinate all research and training related to family planning, reproductive health, demography and applied research on population and development.;
  • to create awareness about the implications of rapid growth of population for social and economic development of the country;
  • to prepare an annual report on the ˇ°State of Populationˇ±;
  • to set up database on population and development for establishing the Institute as a resource centre:
  • to maintain liaison with Planning Commission, Population Welfare Division and other related ministries/divisions and organizations including universities and non-governmental organizations;
  • to conduct research activities relevant to Population Welfare Programme including such activities in collaboration with national and international research organizations.
  • to publish a journal and disseminate information on innovative work, experiments, research papers, studies, policy analysis and other works; and function as a central clearing house in the field of population;
  • to undertake such other activities as may help to realise the objectives of the Institute.

Functions of Institute
 
 

The Institute shall:

  • Function as an autonomous organization to undertake independent evaluation of various components of the Population Welfare Programme;
  • Serve as a population and human resources development instrument of the Planning and Development and Population Welfare Divisions;
  • Responsible to undertake and co-ordinate academic research on Population and Development and establish inter-linkages between population and socio-economic variables such as health, education, food, nutrition, rural development, urbanisation, housing, employment, environment, women development, resources etc.
  • Prepare Population Projections of Pakistan and impacts of Population Growth;
  • Co-ordinate with Planning and Development Division for integrating population factors and consensus into the process of overall and sectoral development planning.
  • Undertake in depth analysis of census, fertility, mortality and contraceptive prevalence surveys and undertake substantive demographic analysis of the factors affecting fertility, mortality and contraceptive use.
  • Conduct applied research in the field of monitoring and evaluation of family planning programme and its components.
  • Undertake operation research of the Population Welfare Programme at provincial, district and tehsil levels; selection of proper interventions, their implementation and evaluations for replication of tested interventions for improvement in the programame components.
  • Conduct, on regular intervals, fertility and contraceptive prevalence surveys to monitor and evaluate the progress of population welfare programme.
  • Establish Institutional facility for human resource development and conduct short and long term training programmes in population related areas.
  • Organize national and regional conferences, seminars and workshops on population and development issues;
  • Establish management information system and computerized data Bank based on data acquired through surveys undertaken at NIPS, Ministry of Population Welfare, Ministry of Health, PIDE,Labour and Manpower, Housing and Physical Planning and other organizations compiling service statistics on social sector, through their Management Information Systems.
  • Acquire services of consultants on short and long-term basis for institutional development and enhancing capabilities of NIPS researches in the field of academic research, operations research and training.
