Non-Clinical Training of the Population Welfare Programme

Population Welfare Programme involves a complex process of behaviour change to bring about attitudinal change for adoption of small family norms. It warrants specialized knowledge, skill and understanding in carrying out the organizational functions to achieve the goals of Population Welfare Programme. This has been recognized from the inception of family planning activities in the country and training remained integral support activity, to improve programme efficiency through effective management.

The Non-Clinical Training covers a wide range of subjects. These include orientation, understanding on policies and strategies of the population welfare programme, management, planning and implementation of family planning services, monitoring and supervision, management of public accounts, recording & reporting, understanding of reproductive health services, population dynamics, inter-relationship of population and socio-economic variable, advocacy and information education and communication, motivational approaches to address various target groups of population and arouse interest for greater demand of reproductive health services including family planning, management information system, focus group discussion, community involvement and recognition of family planning in the context of local development., effective supervision of personnel and field work, role of community leaders and other nation building departments; and how they can field work, role of community leaders and other nation building department; and how they can contribute to the cause of family planning, networking through Non-Governmental Organizations, and Community Based Groups Training of Trainers. The Directorate of Training provides administrative support for designing training programmes on year to year basis, evaluates performance of PWTIs, prepares cost estimates, budget and training plans and facilities release of funds and coordination with Provincial Population Welfare Departments.

The orientation and training is provided through Population Welfare Training Institutes (PWTIs) located at Lahore and Karachi. At the district level Step-down training is arranged by district trainers, where resource support is provided by faculty of the Institutes. Outside expertise¡¯s from other institutions such as national Institute of Public Administration, Universities etc. are also employed to cover different areas. The trainings provided at these Institutes supplement and support the clinical training provided by Regional Training Institutes in raising skill level of programme functionaries and build capacity of the ministry of Population Welfare.

Functions of Directorate of Training MoPW.

  • Formulating Annual Training Plan in consultation with the Provinces and Population Welfare Training Institute (PWTI) and process its approval.
  • Co-ordinate PSDP for Non-clinical Training Component and facilitate in securing release/advance for training.
  • Co-ordinate and over-see the implementation of training by PWTIs.
  • Undertake periodic review for updating training modules for various trainings to meet changing requirement.
  • Co-ordinate with donors and other outside organizations to enrich the training process.
  • Provide back up support to PWTIs in administrative matters and facilitate training implementation process for development of faculty.

Federal Training Co-ordination Committee

  • Federal Co-ordination Committee headed by Secretary, MoPW considers the Annual Training plans for approval. The committee having representation from MoPW and PWDs, meets once a year to finalize annual training requirement & Annual Training Plan.

Services of experts/guest speakers in specialized fields are acquired to assist PWTI¡¯s in the training programme, specially in the field of management, leadership, monitoring, & evaluation, community participation, counseling, reproductive health services management, MIS, etc.

 Training categories vs. Course topics

Three types of trainings are undertaken by PWTIs: -

Pre-service Training

Pre-service training is organized for new entrants to provide them with basic knowledge and concepts of population welfare programme. The contents cover basic concepts on population dynamics, demographic characteristics, socio-cultural determinants of human behavior, Information Education communication & Advocacy, Community Mobilization, Basic Service Delivery System, Management Information System of programme, Finance, religions perspective of Reproductive Health especially family planning, and administration, monitoring and supervision.

In-service Training

The in service training and refresher courses are organized to reinforce programme objectives, update knowledge and skills of the programme personnel on different programmatic issues. The courses are designed to equip programme managers, with effective management techniques keeping in view changing programme requirements. Emphasis is also given to enhance knowledge on Administrative & Financial matters, quality of service and developing an efficient workforce

 

Orientation Courses

These courses are organized to educate public representatives, religious leaders, members of civil societies, target group institutions, labor unions and officers/employees of other departments. The focus of these initiatives is on population & development issues, Islam and Family Planning conception/contraception and side-effects etc. with the objective to gain their support and effectively involve them in the programme activities as agents of change. The categories of personnel for whom training activities are planned are: -

Programme Personnel

  • Master Trainers (Instructor of the Training Institutes).
  • Programme Managers (Federal/Provincial).
  • Ministerial/Office staff.
  • Service Delivery Staff.

Non-Programme Personnel

  • Employees of Provincial Line Departments
  • Community Based Groups/Elected public representatives/Imams/Khateebs/Molvies
  • Non-Governmental Organizations/Target Group
  • Institutions/Trade Union Leaders

Monitoring and Evaluation of the training activities constantly provides direction for preparing innovative training policy approaches. Findings of various studies have helped in redesigning the teaching programme The focus of human resource development however subjected to developing managerial and operational skills of programme functionaries and service providers at district and tehsil levels.  

The skill development of programme staff is carried out on year to year basis encompassing the training needs agreed by provincial population Welfare Departments, new strategic approach and policy initiatives desired by the government.
